What you need to know about operating an USV, most commonly known as a golf cart. 

We are happy to share another sustainable option to get around Beulah Park, the historic Town Center and Grove City!

Residents of Beulah Park Living, known for its walkability and connectivity, have the ability to operate a LSV or USV (aka golf cart) via provisions by The City of Grove City.

What is an under-speed vehicle (USV)?

Most commonly known as a golf cart, an under-speed vehicle (USV) is a three- or four-wheel motor vehicle with an attainable speed of not more than 20 miles per hour, with a gross vehicle weight of less than 3,000 pounds. 

What is a low-speed vehicle (LSV)?

A low-speed vehicle (LSV) is a three- or four-wheel motor vehicle with an attainable speed of more than 20 miles per hour but not more than 25 miles per hour, with a gross vehicle weight of less than 3,000 pounds. 

Restrictions Include

Low-speed and under-speed vehicles (LSVs and USVs) are not permitted on any street or highway having an established speed limit greater than 35 miles per hour.

Other than crossing at an intersection, LSVs and USVs are not permitted on any portion of the following streets: Broadway, Stringtown Road and London-Groveport Road.

Sidewalks and Shared-Use/Multi-Use Paths

LSVs and USVs are not permitted on sidewalks or shared-use-multi-use paths. These areas are intended for use by pedestrians, including skaters, joggers, users of manual and motorized wheelchairs and other authorized motorized and non-motorized users.

Requirements

LSV and USV drivers must have a valid driver’s license and proof of financial responsibility in amounts equal to requirements under Ohio Revised Code 4509.01 (K).

Vehicle must be registered and titled in accordance with Ohio Revised Code Chapters 4503 and 4505.

Vehicle must pass inspection by the Grove City Division of Police or other authorized agency and must comply with requirements established by the Ohio Department of Public Safety. To pass, the vehicle must include certain equipment: Horn, Windshield, Rear view mirror, Turn signal lights, Head lights, Brakes, Steering wheel, Seat belts, License plate, Tail lights.
